As you can see, mine is getting really rusty. I feel this is a safety issue in an accident, as I don't want my seat coming loose. Is it possible to just replace the track and metal stuff, while retaining my seat?

the seat is hheld to the brackets with a few screws and 2 main bolts. with these removed you will have 2 brackets held together with the "move forward bar" and 2 halves of the seat. just put the seat portions on the newer brackets and away you go.

It doesn't look like that seat is going anywhere. You may have to spray some WD-40 (at minimum) or some PB blaster to penetrate that.
