Its because you don't have the TIP sensor lines in. There is a little cap on the cold side intercooler pipe....a red line should go from the solenoid to that cap. There is a sensor in your driver's side fender.....its the TIP sensor, it needs to be plugged in and have a white vacuum line running from the solenoid to the sensor itself.
This is why that solenoid is essential, as is running proper colored lines. It makes diagnosing easier. The TIP sensor line not being hooked up means you are running off the factory wastegate...that has like a 4lb spring. You need to hook that up and see what happens.
Did the factory solenoid thing come with the car at all? If you look in the picture of my engine I posted, where the solenoid is mounted....the solenoid closest to you. On the very bottom you'll see three caps one right above the other. That is where the tip sensor lines should go on a factory setup.
You also need the rubber piece that goes on the cowl panel, that seals water off from dumping itself all over the motor during a wash, rain storm or whathaveyou. Oh and what wires are running into the engine bay from the passenger compartment? Are there gauges or an aftermarket radio?

Gald the stock turbo isn't fubared. Since you got it so cheap, I would look into a big turbo kit for it to support those mods.

MyNeonSaysHi - Yes I did man, it goes off now and such. I used a gasket maker paper thingy with RTV on top. It has a good seal...i hope. Turbo is coming off anyone so i'll probably re-do it. We think one of the piston rings is fine. we had good compression all across the board except #1
