What's up with the extra lights in the rear bumper? Did the owner put in rear fogs?

I think the red one is for the fog, but the clear one might be an extra back up light.

Well this particular one was stationed in England, this means the taillights are euro-wired: separate normal/brake light and turn signal. This leaves no room in the tails for backup lights. And rear foglights are mandatory in england (as in most of western europe).

that should explain this fugly solution on the bumper
