weird things happing??

so i had my window down but decised to put the ac on so i rolled the window up..but everytime i pressed the button the ac slowed down then when i let go of the button it started again??? wtf is going on

A/C slowed down? You must be referring to the speed of the blower motor? Only thing I can think of is that the blower motor and power window motors might share a ground or some other circuitry, and there is an issue causing one to affect the other.
You might want to explain in more detail; your sentence-long post doesn't narrow things down very much.
