very very possible I mean i've had it happen twice just parked various neons i've owned came out and it wouldn't start its normally the link between the seleonid and the starter itself fries and has no link to eachother.

Buy a used starter from a jy they aren't too costly if you lived closer I have one in my basement I could have sold you.
