Am I right to assume that a person takes off the lights for ease of access to the three bolts/nuts under each fender side?

It seems that way, because it appears that a person would otherwise have to take off the splash guards to get to those parts.

Also, it helps A LOT to start the car and move the tires for ease of access to the bolts/screws. I learned that recently.
