You can always get the switches and the servo. Usually missing is the wiring harness, the vacuum-reservoir, the vacuum-harness and the steering-column. Clocksprings are seldom.
Begin with the harness -
you´ll need 6 colours - I take H05V-K 0,5 mm², yellow, (light)blue, (light)green, red, violett, black
yellow for red/yellow [rd/yl]
(light)blue for lightblue/red [lb/rd]
(light)green for lightgreen/red [lg/rd]
red for red/lightgreen [rd/lg]
orange for tyan/red [tn/rd]
black for black [bk]
-about 2,2 m of each colour (1,70 for the blue) and 2,50 m of black will be good - take 3 m of each and everything will be fine.
-one standard ring-cableshoe M6 for both black groundwires
-four PCM-Plug-Cableshoes from the junkyard (pay attention that the cableshoes are different between the
older and the newer Neons (<2002 and >2002 NGC)
-four cableshoes out of a clockspringplug from the junkyard or at least two and two out of the brake switch
-one plug for the servo (you may find that plug at the ABS-harness underneath the ABS-Pump where it connects the rear-sensor-harness or at export-Neons for the lavalier-modules (headlamp-leveling-motors) right and left or <2002 the plug for the leak-detection-pump (non-export)
Now route the wires like that
solder the cableshoes and plugs and use some tape to fix your harness.

The <2003 steering wheel column has to get a cut on the right and the left for the two switches.
Use M4x15 mm Philips-tip screws or you get problems as longer screws wont fit.

The common clockspring is missing the two wires for the speed-controll - nethertheless
the spring itself has the paths. You could solder the needed wires on.

Lever carefully with a tiny screwdriver
two hooks - lift them carefully
here you have to solder two wires for each switch (every switch gets two wires [+ and minus -], they are parallel)

If you´re not sure about the state of your clockspring - belonging to the service manual you should turn the inner part carefully maximal clockwise and from there about two and a half back (both wirings should be at the bottom then).

The vacuum-reservoir for the <2002 is installed under the wiperwaterreservoir on the passengerside.
You could ignore that thing for the moment
The vacuum-harness is still missing.
Try to find a fitting tube to connect the servo with the existing vacuumline on your car (search for that cap to have an example which kind of tube may fit)
Later or if you have a vacuum-reservoir you have to make a T-splice for a vacuum-tube-junction to it.
Appendix:
The clockspring-plugs between < and > 2002 are different. The airbag-plug and switch/ stick-plugs are different.
< 2002 are two switches > 2002 one stick (not interchangeable with PT Cruiser (or you´ll solder different resistors)
The PCM-Cableshoes are different between them.
The vacuum-reservoir is different - <2002 under the wiperwaterreservoir, > 2002 onto the firewall
One version of the wiring harness had been delivered for both, for >02 just including the different cableshoes.
