I've never bought/used ebay wheels, but if they're like every other knock off part on ebay, I'd stay away from them. Wheels are pretty important safety wise. Just ask yourself, would you trust them with your life?
Now this doesn't mean you can't buy brand name wheels used on ebay and be perfectly fine. It's pretty easy to tell the difference. Price alone makes it pretty obvious. A google search on the brand is also a good resource.

Depends on what brand, etc... Like OB said.
I bought XXR wheels on ebay and they were fine. I don't drive hard at all though.
Discount sells wheels on ebay too, so check their site out directly to see what you're looking at.

Some people have bought ebay rims and had success. Specifically the BBS knock offs in 17s

For used:
I bought my Stratus wheels off ebay, local pick up for $125. It depends on how lucky you are and what you are looking for. I would be more leery of purchasing used from anywhere but local. At least local, you know where they live.
A more reliable source, like LKQ would be better for used take offs.
