Those do not look like factory wheels. At least from the picture, the lug nut wells are not deep enough, as all Chrysler FWD wheels had the lug nuts buried deep into the wheel.
Maybe try doing an image search on your phone if it has that ability.
Value, depends mostly on what someone is willing to pay, or how long you are willing to wait to get what you feel they are worth...

Those are aftermarket. I think they're made by american racing. They're usually pretty cheap and lightweight. I can't remember the name off the top of my head.
02 base -> 05 SRT ACR -> 96 sedan -> 99 R/T coupe -> 02 R/T -> 03 SRT

Given 14", 15", 16" and 17" wheels were all stock on neons, it gives you a pretty good range of wheel sizes to use, and still be within the stock parameters.

I still havent gone to pick them up yet. The car has 16” American Racing wheels on it. I am tempted by these. I should probably look for some 15” wheels because there really arent many options in tire size for the 14s.
