Horn Help (What am I doing wrong?)
Ok guys, My inspection is past due & I need to have my car inspected. I'm trying to get my horn to honk so that I can get an inspection sticker. The problem I'm having is why isnt the horn sounding when I press the horn button? The horn will sound only when I touch the green/yellow wire thats twisted with the red wire coming from the horn to the negative side of the battery.
The horn button is wired to a yellow/green wire & red/ blue wire

It looks like you have the ground (black wire) on the horn also connected to the positive side of the battery. When you touch the red wire to the negative side you are "running the horn backwards" (negative polarity).
This is how I would wire it up. Assuming that's an aftermarket button (i can't tell if you're trying to modify the stock one)
1) red wire from horn to fuse.
2) fuse to postive battery terminal
3) black wire from horn to yellow/green wire
4) red/blue wire to ground. (I have no idea what this was/is connected to in your current pictures)
This is how I would wire it up. Assuming that's an aftermarket button (i can't tell if you're trying to modify the stock one)

So, why are you going to all that trouble to begin with?
Anyways, once you get it to pass....
Is the original horn still mounted and wired?
If so, possibly the clockspring is bad.
Below the dash/steering column, there is a connector that connects the clock spring to the wire harness it will either have three wires or five, depending if you have Speed Control.
The horn is the Black/Red wire.
The Air Bag is the Black/Light Blue, and the Dark Green/Light Blue. Don't mess with those.
While I haven't had an issue, disconnect the battery, and unplug the connector. Reconnect the battery. Ground the Black/Red wire at the harness side. If the oem horn is good, it will sound.
If it is bad, what I would do, is either make an adapter from the bad horn, and connect the replacement horn in the oem location, or just splice the oem wires at the horn connector.
If it sounds, then either the steering column is not grounding, or the clockspring is bad. Most likely the clockspring. But it doesn't hurt to check all options.
Now, if you don't have an air bag light, and want to keep the horn button, just wire it to the Black/Red wire, and to ground. But when the air bag light does start coming on, you will need to get a new/used working clockspring, or you probably won't pass inspection.
Just remember to reconnect the connector to the column, and then reconnect the battery.
The battery part is by the book/disclaimer. Technically disconnecting the connector hot, is no different than a bad clockspring. AFAIK, that has never set off an airbag, or there would have been law suites out the butt.

LOL, those old horn buttons are heavy enough no relay is required. It was all they used back in the day before the horn switch was integrated into the steering wheel.

in the middle of a DOHC and MTX swap and going with an ASP kit pwered by the S259 batmowheel

You could also disconnect it with the battery unhooked and set it off with static electricity.
But I had it unplugged/plugged in a dozen times when installing the speed control.
The wiring diagram doesn't even show the connector, tho it is shown in the pin outs.
All the clock spring is, is just an extension of those two wires, When it fails, it is making/breaking contact probably hundreds of times before it totally goes. The airbag module isn't going to know if it is that or the connector.
But in all fairness, you won't catch me unhooking it at the squib with the battery connected.
At least at the connector under the dash, you are out of harms way, as long as you don't jump when it goes off.

^agreed harness connector should be fine but if you see a yellow connector (squib on the clockspring) don't unplug it with the battery connected just to be safe. misunderstood i thought you WERE talking about the squib connectors

Yeah, the only way you will see the squib is if you have the air bag out of the steering wheel. But to check the horn ground, that is what you will need to do.

Not sure if the OP fixed his problem, but its perfect timing for mine.. My horn does not work on my R/T. When I lock the doors with the keyfob, I can hear it. I took the connector off and inspected it, and put it back on. I took the relay off my SRT and used it, No success. My dumbass didn't check if it had voltage when I had the connector off. What else could it be, bad contacts under steering wheel cover? Wiring looks fine too. Not sure what this clock spring you guys are talking about.

Disconnect battery, disconnect the connector under the dash for airbag/horn, reconnect the battery, use some wire and jump the horn pin (Black/Red wire) to ground. If it works the problem is after the connector.
Redisconnect battery, reconnect connector, unbolt air bag, disconnect airbag wire and horn wire, reconnect battery, use some wire and jump the horn connector to ground. If it works the problem is the horn switch (in the airbag).
Most probably the clockspring.
