How easy is swapping base model with no power locks, windows, and adding keyless entry in a 2002 neon? I found a clean one but no options and have a junkyard full of 2nnd gens

Depends on what connectors/wires the 2002 harness has in the dash harness. You may need to swap an entire dash harness, plus add the door harnesses. And it would need to be from a 2001/2002 MY.

Otherwise you will need to swap the connectors and some wiring between the harnesses under the driver side, where the engine bay harness connects.

The connector styles may not be the same for the wires either. I know for Speed Control, they switched which connectors were used, and the actual slides in the connector are different.

The door hardware you may be able to use from any 2001 up, but the dash harness is going to be the key part.
