MIL question

I keep getting code P2097-DOWN STREAM FUEL SYSTEM 1/2 RICH, this is due to my header and down pipe and removal of the CAT. I bought one of those ebay MIL eliminator resistors but it does not seem to be working all the time.
My question is this, while the light is on is my car in "limp" mode. Will it run lean, or rich?
Anybody else have this probolem

In limp mode you will run rich. apparently there are several people who have had this mod NOT work for them, but also there are people who have had it work great.

Has this worked for anybody, and if so what did you do.

I double checked and I soldered it correctly...so faulty resistor?

I may end up just puting a high flow cat if there is no way to cheaply stop the MIL from going on.
