What would be a good strut/spring/swaybar setup for rally, 80% of the tracks are asphalt, and i dont plan running on gravel until i get way more experience.
Also the asphalt isnt as smooth as Auto-X, its rough sometimes bumpy roads.
I have no clue what to get, i know coilovers are the best but i dont think i can afford them, i heard something about adjustable struts, but i dont find any info about them, and what about springs, i dont want to drop the car since the neon its already low and its for rally roads, if i lower ill have problems, and about swaybars, will suspension techniques work?, i dont want an understeer machine, remembe rits not auto-X.

hmm.. what do you have SXT, R/T, SE? if its and SXT or SE you can get R/T springs that have a higher spring rate the will improve the handling a bit.. or if you find an R/T at the junkyard or something if the rear isnt to bad just take the whole rear suspension and E-brake cable. then you would have rear sway bars, rear disc breaks (I'd say those are kinda important if you go Rally) and the R/T springs. As far as shocks go I think the only ones that are adjustable are the Koni's but I'm not sure.
how much are you lookin to spend cuz I'd suspect the R/T rear would be around 600-700 (not reel sure though) and if you had left over money you might as well grab the head while your at it.
Its an SE, r/t springs? arent they almost the same thing, would it be better to go aftermarket?
BTW why the e-brake cable? is it stronger? i'd love that.
Im not sure about the rear disk convertion, the e-brake on gravel is very useful and without rear drums i'd tear apart the lil drum in the disks.
My budget for suspension is like $750
I had in mind suspension techniques swaybars, vibrant STB, tokiko struts and im totally clueless about springs because i dont want to drop the car too much, since its for asphalt rally, its a bumpy place where you dont want very low cars.

my opinion
get a set of hotchkis sway bars, they are 29mm front 24mm rear. if you dont want true coilovers, such as the mopar stage 2's or 3's, then get the tokico illumina adjustables. the springs, something like eibach which gives you a 1.5 drop, which with the struts will probably only be like a 1 inch drop because the struts are made for the srt-4 so the spring perch sits higher. or get the hotchkis lowering springs, they are cheaper at like $150.00
hotchkis makes a handling kit that comes with the sway bars and springs you can get for like $400.00.
unfortunately though you are not going to get that stuff on your budget. if you go with the tokico illumina struts and the hotchkis handling kit you are looking right around $1000.00, but you get a sweet setup.

Would Tokico Blue's be decent for rallying? I know they aren't adjustable like illuminas which I would like, but also cost over twice as much. They would be going with drop zone lowering springs and eventually hotchkis sway bars.
Also would the regular Hawk brake pads hold up ok with power slot 2 rotors? (both front and back)
