survey: what is the worst part you spent $$ on, and wish you hadnt? maybe toss in your experiences with it to help educate those who want that part, and could use the warning.
for me, it was a rear strut bar that i got scammed on. it is homemade and most likely wont fit. lost 50$ on it....

Worst thing to do with cars that I've ever spent money on is Slick 50 engine treatment. What a crock of shit. Ate my seals so my car left nice drip marks. (no, this wasn't the Neon, this was my first Daytona back in 1999)
Best part: hmm... I would have to say my SRT turbfold with less than 7k miles on it.

Underway, get some experience on the forums before you start thrashing people's 'cheap' purchases. 
Tranny inserts and motor mount inserts are about 50-60 for all of 'em. Now, if you had extra mounts laying around you could actually do a better job of stiffening them up for about 5 bucks. So, more expensive isn't always better.

Worst mod was an R/T rear section muffler... it got me started in moding neons.
Otherwise...
Worst- exhaust cutout. Only because it was so impractical, but was the cheapest. With a LTH it was WAY too loud to run on the street. But the sound was great
Best- Kirk LTH. It bolted right up and gave the best gains.

gotta agree. some things are cheap. its the nature of the part, no one is gonna spend rediculous amounts of money no matter how good the quality is. and then there is sometimes when you run across a deal.
more examples of good quality and "cheap":
srt-4stores products
K&N drop in
gauge pods
mount inserts
bearings
boogers
strut tower bars
just to name a few.
i use cheap comparitively, because i in no way intend to say a part cheap looking/feeling/etc.

i bought a pair of the skunk 2 coilovers. they werent the true coilovers. just the 2 piece ones that go on your stock strut. came to find you had to cut up and modify the strut to make them work. and even then they probably wouldnt of fit correct. a while after i bought them skunk 2 i think finally discontinued them. the shop i bought them from wouldnt take them back. tried calling the main company of skunk 2 and they wouldnt let me send them to them for a refund either. even after times of calling and bitching. i hate skunk 2 now a whole lot because of that. they pissed me off so bad. pretty much every time i talked to them they just had that i dont give a fuck about you voice. anyways i was out like 320 dollars from that mistake..sold them to somone with a civic for like 100 dollars. didnt care what the price was really; i just wanted to get rid of them. surprisingly they fit on it though. it slammed the shit out of the car too. way more than if you were to buy a set made for the civic. i was pisssed and ended up buying some springs. i wish i never bought those damn coil overs.

Have had better experience with Redline
I know its not much a mod, but it certainly is something that gets alot of chatter here.
I love everything else I've done to the car so far (which isnt much....Yet).

Worst mods to date:
SRT exhaust - loud,obnoxious,loss of power, illegal here in NYS on a non-srt
TPS mod - the theory is sound, but not worth hacking a good tps for and the gain really is not noticable for daily use........
IAT mod - same note as above
Filter on TB - no intake tube, directly mounted to the TB....hydrolocked the motor during a rain storm
SRT wheels - overall finall drive ratio was effected slowing the car down
EBAY oil catch can - does not catch all the oil, better than the other $20 catch can, but this is where a good one would have been better
CAI: OE airbox flows just as good.....
Best mods to date:

JM cradle bushings: custom shifter cradle bushings, simple yet cheap!
Ceramic brake pads: 2years running hard with no issues
Drilled/Slotted rotors: same as above
A/F gauge: Damn, the r/t pcm really tries hard to keep ratios STOICH, even under hard accel.....oh, sorry,,,,,great bolt on
UDP: any, ebay,MPx,Unorthidox, whatever, they all give the same results

you can get 17" wheels and put a low pro tire on them and then your effective gear ratio will stay the same. but the amount of energy it takes to spin the 17" wheel will be greater because of the increased moment of inertia.
so yes 15" wheels would be your best bet. there are some really lightweight 15's out there.

i wasnt worried about the gear ratio.... it was the weight du to the size and i guess the inertia which is due to the movement of the weight like you said...

Worst: zMAX additive crap. I bought that crap back when I was car-retarded. "improved performance/gas mileage/engine life" my ass. I should've bought a large pizza, a 40 oz, and rented a movie with the money instead.
Best: MPx UDP. MPx is known for quality and their prices kick ass too! Best bang-for-your-buck when it comes to go fast mods. It made a good noticeable difference.

Worst: Arospeed coilovers on my first neon. Aweful. Horrible. Made me cry.
So so: SRT-4 wheels. Looked nice, and I was one of the first people to ever put them on a non-srt. (Had them since end of '03) But they're freaking heavy and skinny.
Best: Mag head, intake, cam and long tube header. But still not enough power...
