I just make sure I ground my self on something before I touch the pump... saw the specs on this stuff on Mythbusters... Though... this stuff does apparently happen to women more than men (not trying to be sexist... i think its the clothing)

I fuel up two or three times a day for my job and see people do this (get back into their vehicles while fueling) all of the time. This looks like a Speedway gas station... wonder where it is?

probably the reason why it happens to women more than men is because they dont want to stand in the cold. i believe most guys will just deal with the cold, but a woman will jump back in the car.
