Cooling Fan keeps turning on

Cooling Fan keeps turning on
So its winter here, - 20 ish degrees
the car is idling and the heat is on, the cooling fan turns on...
the engine temperature is way below half
we turn the heating fan off and the cooling fan turns off too
is this normal?
i changed the thermostat and did a full flush last summer
any help appreciated tnx...

It was -20°C when I was sitting idling at customs last week and mine was coming on in a similar mannar. Normal for sure. Summer or winter my temp gauge never goes over half, it always sits at or just around the first hatch mark when warmed up. If it starts getting that high (at least with my car) there's probabbly a problem.
