It's a prototype of the SRT-4 but the current car with a similar exterior is now known as the "frog."

so they are actual cars that were made by Dodge? or what I am confused cause my buddy has seen them he says and I have never I just thought it was a SRT wanna be.

The front end was actually used on the SRT-D car.

The picture you are showing is the 2002/2003 SRT-4 Concept. Pre-Production, They added the Nostrils below the hood line during production to help the cooling system.

They used the front bumper styling from that concept on the 2005 Neon SRT-Design.

The SRT-d's look like Tree Frogs and they are the "SRT Wannabes" your friend is talking about.
