If you're going to mod the engine get the 2002, ECU is more forgiving from what I've heard from anyone trying to mod a 2003^.
If you're just doing show more than go, 2003, dress up the engine.
As said before, and espescially with bodykits, you get what you pay for. Sure you could get a $300 dollar bodykit off Ebay, but chances are if you take it to a shop to get fit and painted any money you saved will be eaten up in the labor it will take to get it lined up, filled in and so on...then you have to get it painted!
My kit was almost a grand with shipping and another $1k for paint.
The fit was perfect so they didn't have to do anything to get it on except bolt it up, then spray it.
Cheap head and tail lights tend to get all misty inside.
I don't know, I don't mind saving the extra $50 or $100 for a good set that I know will last rather than 2 or 3 replacements over the same time period.
Realistically I'd say your going to want at least $2k just to get started. You can pull off a decent looking ride with that much and some inginuity.

Oversteer is when you hit the wall with the back of the car. Understeer is when you hit the wall with the front of the car.
Horsepower is how fast you're going when you hit the wall, and torque is how far you drag the wall with you.
