That is one of the biggest reasons we have such a strict policy on cutting keys from a VIN. Whoever requests a key to be cut must do so in person, provide either the title or registration (government provided form), and the person requesting the key must be the person on said title or registration with current drivers license to prove ID.
We have so many people who are trying to get keys for their sons or daughters, wives or husbands, etc. They really don't understand why we won't cut a key for them. After explaining that this is for their protection, as well as ours, they sometimes understand. Sometimes. If they knew about situations like this, they would understand better.

different concept. most people have no idea what its like to be colorblind.. certain things you can't see or tell the difference.
