how does offset work?

like the higher the number the more out towrads the fender it is? like say 45mm offset would be the outside of the wheel is more out toward the fender and 20.. is like the majority of the wheel would be in towards the car?

it's actually the opposite of your assumption, inless you are talking about negative offset. The offset is basically how far off your hub/bolt up point is in comparison to the center of the wheel.
