I need new tires, stock size for my 15's, and i am wondering what would be the best solid car for daily driving?

I live in chicago, so i need something with decent grip/all year tire, but nothing special in terms of performance.

Simply put, i need a good tire, same size as my stocks, that is good year round and can be had for a decent price.
Nothing makes people doubt the american education system like seeing a psycho driving a customized dodge neon.
