Swap Start Problems

Doing a SRT-4 Motor swap into your Neon, maybe even a 2.4... have questions about it, what you'll need or what issues you'll run into? Answers can be found in here.

OK, so I finished my SRT swap but now my car won't start. I got my pcm flashed and everything.
I am throwing codes p0499, p1190, and p0038. I haven't replaced the NVLD pump yet and I tapped my old radiator harness into the new one. And I don't have a TIP sensor. The downstream O2 is not hooked up yet.
When I go to start it you can hear the relay click and the fuel pump powers on. Where do I start?
FUSE shows up on my odometer. Grounds are good and all wiring looks ok even though I haven't looked through it all. I checked the green wire at the starter and 12v ,all the fuses are ok, the battery tested good, ignition is getting 12v.
I do have this connection going nowhere. It is a green/orange wire between the motor and battery.

i had that problem last month it would show up with fuse i change my iod fuse which was badits ht eone with the yellow plastic puller tool on it...check all the grounds i recently had chris from black rose racing come by with the scanner to match all the secutiry things ...when i turn my headlights on everythign goes wacky check the grounds on everything are the skim and all that matched??? lmk if you have any progress

Well when I turn on my blinker lights they blink at a very rapid pace, my dome light doesn't come on. The dealership said that the skim and everything matches up. Where are all the grounds

actually my car started idles for about 5 min and died...i think what the problem is that your grounds for the interior harness are a bad ground or not grounded at all...the kid who sold me my interior harness forgot to inform me that the grounds got cut and taped under the rest of the harness so a little hide and seek and i got my grounds back....theres hsould be about 7 wires off the harness by the radio blk. blk. blk/yel/blk/purple theres 4 other but there all int he same harness i would check that to make sure its grounded its right by the radio grounded onto the metal behind the radio bezel...lmk btw did u swap out the harness form yours to the srt interior harness??? lmk

So, I think it is my pcm cause if I go to start it and run a wire directly from the igniton switch to the starter solenoid it turns over. I tested for continuity between the clutch switch and the pcm. Is there a way to test the pcm? If I buy a staged pcm can flight systems flash a non srt vin into it?
