Fuel pressure test.

On my 03 neon I can't find the fuel pressure test port. Is it located somwhere else rather then the fuel rail?

if there isn't one on the fuel rail, you don't have one. I thought '03's had them, but apparently not all of them.

You can always pick up a used one that has the port on the end. It would prolly be the easiest and safest way to have a test port.
