So my brothers car(2000 neon) is running 2 codes p 1684 and p 0340, i looked them both up in the code section i'm just wondering if someone can elaborate for me and possibly let me know if i can fix these myself?

your camshaft position sensor is the second one but I'm not sure about driver 5 one, but the positions sensor probable needs to be changed.

1684 is battery disconnected last 50 starts. Some cars this never goes away. It is really not an issue. Unless the battery is getting weak, letting the PCM think it has lost voltage due to low cranking volts.
