I think most retaining nuts for the steering wheel are of the crimped lock nut style, so loc-tite shouldn't be needed. The blue won't hurt anything tho.
OK, did some research:
The '01 parts list shows it as a locknut. The '01 FSM shows a screw.
No mention of thread locker, just torque to 40 ft. lbs.
6505248AA Steering wheel - Steering wheel and trim - Steering wheel - Nut 1998 - 2002 MSRP $4.85
6505656AA Steering wheel - Steering wheel and trim - Steering wheel - Screw - 2003-05 MSRP $1.15
I'm not sure if they errantly carried over pics/pn#'s from 1gn or what. I guess you will be finding out for sure.
But like I said, a little blue/non permanent thread locker is not going to hurt and it's cheap insurance. 40 ft. lbs is fairly healthy torque tho.
Edit: in the How-To, he mentions a bolt...

Probably shouldn't listen to anything your penis says, that guy's a dick.
Too much time spent here is a sign of a bad case of Ownaneonvirus.Patience, of course, is a very powerful weapon, but sometimes I start to regret that it is not a firearm.

The splines alone should hold it on, the nut is just insurance. It's a pressed fit. I would torque it dry, the same way it came from the factory.
