The o2 sensors, kept making my car pop the fuel pump fuse in my 98 neon. My lower o2 sensor touched the axle and groudned it out.
It's not that hard to get to, you just need a larger floor jack. If you lived closer I'd drive up and help out.

Ok... she runs again!
It ended up being the Cam sensor. So, for $21.99 + tax, she runs again.
Also, I did clean out the PCM. Whatever was in pin 33 (cam sensor pin) was not dielectric grease. It looked to have more of a oil look / feel and color to it.
Now, i may be able to explain that. It may be far fetched but it's all I got.
The one spot on my 60mm TB, circled in red on the pic below, the hose had a nice size slice on it. Which i never noticed before. that little section of line sits pretty close to the top of the PCM. Now, if the intake manifolds collect oil in them, couldn't oil have been blown out of that hole and leaked onto the top of the PCM? But as to only collecting on pin 33 of the harness.. don't know.
Like i said, It's far fetched, But it's the only thing I got.

It makes sense tho. The PCM sends volts out to the CPS. The CPS shorted the PCM, which melted the fuse. Be glad you didn't go killer with the fuse, or the PCM may have been the fuse.
