Hmmm, Road Rage.

Maybe the plastic/vendor they used got cheaper? Mine is from the south, and it hasn't been garaged since the day I owned it, (April 2004) and before that?
But my dash pad looks brand new. I rarely leave my window cracked either, so it bakes in there quite well.

To get one with the speaker holes, you would need to get one from an '01 or '00 or find the better trim models in the newer years.

Do you put any kind of "protective" crap on it? The only thing mine sees is glass cleaner from cleaning the windshield.

Just seen from some other pics you posted, your car is black. Mine is silver. Yours, I bet, gets a bit more heat inside. My dark interior doesn't help, but the silver paint does not get that hot. My trunk interior actually stays relatively cool, compared to the rest of the car.
But I still prefer black. "sigh"
I tend to shy away from most interior protectants, as I have seen some do more harm than good, and most have too much gloss. IDK if a one time application would cause that tho.

As for the different years, I only referenced to that if you were to look for a used cover. I remember seeing the speakers were deleted in '02 or '03-up in the base models. It possibly could have been misinformation. But not surprising if it is true.

Since I have a black car and don't have tint, I usually put a white bath sheet over the dash when I park outside (a trick I learned from living in Florida). If you get a new dash, you might want to try this.

Actually armor all is the cause of this most often. Chrysler states not to use Armor all products or anything silicone based to dress the dash because it causes severe fading and cracking.

Armor All is water based now as I understand it, not silicone. They tried blaming it on the silicones way back when so Armor All changed it. However, I have pretty much used only silicone dressings in all of my vehicles and none of them have faded or cracked. That being said, they are just too many variables to be certain. It's like one of those questions when people go, "how long will the wax last on the car?" The dash thing happens to some and not to others. What I listed earlier is the most frequent cause though.

My dash is fine for an 01 neon

I try not to park her in the sun all day the sun kills everything!

I do use every now and then the 303 Aerospace Protectant its the best
I drove My Neon till it "SOLD" And then bought a Mazda 3 Skyactiv

They used to make one that said Neon....I wanted it but could never find it. As for caring for my dash I use either non-ammonia glass cleaner to wipe it down or just a damp rag.
