well i know early i think the first 2 years of the neon if i remember correctly came with a 4 bolt pattern, but idk if in thoughs years they came in the r/t version or in that color.

95's were 4 lugs.

They were, the brakes are the size of dimes and the hubs are thinner than standard 5lug hubs.
