You can make almost anything work if you have the right manifold. If you are asking if it will bolk onto a SRT manifold and work? No.
It is the same size turbo that the SRT uses, but the SRT is a reverse flow IIRC.
If I could just figure out how to meld the Outback and the Neon into one car...

Its a td04 tho... It looks damn close, is the turbo in good condition? if so maybe it will work, do u know anyone with a manifold u can set it into and see if maybe it will? if not u can prolly get a manifold adaptor plate made, I can get that made as well... might be better off with a srt setup tho, or an asp kit.

My experience with 'free' stuff is, that it usually
isn't, 'in the end'.

The amount of time and money required to make that work would probably trump the price of the other logical options available, and provide less performance.
ASP - First NGC SOHC in the 13s and the 12s. First SOHC neon over 500whp. First NGC Neon on MS.

If you have good fabricating skills, sure.... BUT it would still involve a lot of 're-engineering', and material$ to make it work.

if you get the exhaust housing and build a manifold it will work otherwise the only other reverse flow turbo besides the srt is the evo 7-8 and 9.

even with the srt turbo setup from my experience, ur gonna end up buying alot of shit to make it work.
