1997 dodge neon 2.4L stratus swap

so i replaced the little heatsink looking device that has something to do with the fans

so no the fans kick on around 215 degrees and 217 and stay on till its back to 200 degrees. the gauge doesn't move to much (i verified the temps with a odb2 scanner)

is this normal? before they would kick on till 220 at least i just never checked a car for when the fans kick on

Please help!
