EBAY Performance chip

hey i keep seeing this (Chip) on ebay. it says gain 20 horse power in minutes. it looks like a normal resistor to me. has any one actually bought one of these things and do they work it plugs in to ur IAT sensor. thanks, dont want to get scamed so thought i would ask hear first.
