how to reset the PCM?

So yesterday when connecting the new junk I bought (M3 mirrors), which I am returning, the fuse for the interior lights went out about 4 times, so I disconnected and removed the mirrors and everything seemed fine, but when I turn the ignition on so my radio and dashboard lights can go on. Then I hear this whining noise coming from the PCM (white thing under the intake, right?). I also hear a non-stop clicking switch on-off-on-off-on....
When I turn the car on it stops. Go over to your car and open up your hood and turn the ignition and you can hear this whining noise for only like 2-3 secs and then it goes away, in my case it stays on untill I start the engine.

PCM needs to be reset? (already used the method with the battery).
Accelaration seems to be poor too :(

The whining noise is the IAC motor on top of the TB. At least mine will do that. Just put your ear next to the TB, and I think you will find it is the IAC motor. It is normal. The clicking sound tho, I can't say that is normal.

My PCM has never made a noise. It should be next to the radiator in front of the air box. Bottom even with the bottom of the core support.

Disconnecting the battery, and turning on the lights will fully discharge any capacitors in the PCM. Just turn the lights off before reconnecting the battery. Stepping on the brakes does the same thing, but with the window down, there is no need to get into the car to drain the caps using the headlight method. Just reach in.

The PCM might need a few miles to relearn everything, and get back to normal.
