I beleave they are the same I used to run a high low kit and I never used the high beam side due to the fact it just seem to wash out the light or in other words it looked like it turned the lights into floods,Light spreads out every direction so the high beams did not seem to work very well but the low beams worked great,I have a 55 watt 6K low beam only kit they are so bright that I dont need high beams and im using stock style Eagle Eye black housing headlights(P.S I have not been flashed at yet not once)

Bi-xenon have bot the high and low in one bulb, whereas the hi/low is made for either a hi-beam OR low beam application.

/\ basically right.... BOTH are legal but the high/low kit has "normally" the low beam as the HID and the high beam as a standard bulb. The Bi-xenon have 1 HID bulb that actually moves slightly (like a 1/16in) to give a high or low beam

a good bixenon kit gives the effect of low beam and high beam using the same bulb. The HID/Halogen bulb setups are not worth the money. Years ago I had both kits for sale here on the forum and since then the tech has changed and things have gotten smaller and more efficient.
Today a Bi setup may still be the moving HID bulb, but if the supplier offers you a HID/Halogen setup stay away from them!
