Need more details or a better description of what it's doing. Check your codes as well and see if anything has triggered.

A good tune up is always the best first step. New plugs and and a fresh full synthetic oil change with a quality filter usually makes a noticeable difference. After that I'd go plug wires and have the injectors cleaned which is pretty cheap.
An old shitty catalytic converter can sometimes be the problem as well even if it doesn't throw codes. In that instance it usually feels like dog shit above 3k rpms.
A compression check is dirt cheap, so that is always a good idea to do along with the tune up. It could definitely pinpoint a problem with the engine if there is a problem to begin with.

I'd stay away from those plugs, the ngk copper or platinum are a better choice.

If you can, check the valve timing. If it skipped a tooth, it would cause a sudden change in performance.

Everyone says platinum plugs in the Neon will ruin it. Or at least most people. I love my $7/plug NGKs.

Ive run cheap Champion coppers in my car since new. $6 for all 4 of them. Course, I also change them every 10k miles (for the price, why not change them often? Every other oil change for me). Car seems to like it.
