All of these emergency type situations are one thing... and legally speaking, include more 'gray' area in the roll of law enforcement.
However, the ACTUAL case the OP is getting at, is a domestic dispute, where he is refusing access to a vehicle. Both him and his girlfriend own the vehicle, and they both have shared access to it. He has no more right to prevent her from driving the car, as she has preventing him from driving it. In many states, 'domestic dispute' and 'domestic violence' calls REQUIRE a law enforcement officer to make an arrest. They have no choice, the law is written as "You SHALL arrest..." And who do you think is going to get arrested? The crazy bitch of a girlfriend who wants to leave the situation in the car.... or the controlling boyfriend who is denying access to the said shared property vehicle... which would probably be the reason the police were called in the first place.
There are things he could do to prevent the 'guy friends' from messing with it, but those tactics will probably land his girlfriend in jail too, if he doesnt also drop the charges against the 'guy friends'
Bottom line, HE does NOT own the vehicle. It is SHARED property between two people. (license/registration/insurance aside, doesnt matter if she has a DL or not in this situation. In fact, in many states, the "victim" of the domestic will not be charged with driving without a license, or insurance, or anything else, if they were driving to escape the disturbance).
In all seriousness, sign the car over to her, and get the hell out of a relationship where something like this is even thought of. I wrote off 3 vehicles in a similar situation (2 neons, and a mustang, and a shit load of parts and money into them). Whatever you loose in vehicles, is more than made up for in mental health and happiness. You are way too young to live so miserable in a relationship thats not going to last much longer anyway.
