pulley eating through wheel well

So I think I finally figured out why I get this very loud squeeling sound from the right side after running over a puddle.

Right front wheel well.

Is the sheild sitting where it should be? I seems to be too close to the engine.

Had you removed that shield for some reason? The only way it could rub though like that is that the shield is not attached correctly, or that your engine shifted over. A lot.
If I could just figure out how to meld the Outback and the Neon into one car...

It looks like the sheild is cracked to me.

yeah its quite obvious that the shield is cracked and pulled out of the plastic clips as well.

Yes. So is this a duct tape job or can a replacement part be obtained for this?

i say go and get one off a neon at your local JY, they're easy to remove just 3 screws and some clips.
you could probably hold it out of the way with duct tape temporarily, but you're still going to get water up on your belt when it rains causing it to squeel
