It really depends more on whether the engine is N/A or boosted, what fuel, and engine management you plan to use.
With the stock PCM, no boost, 10.5 will work on 87/89 octane, but the knock sensor may keep a lot of the potential in check. It would like E85 a little better tho.

Looking for big boost? 8.8:1 will give you a bigger tuning window. 10.5:1 will cause a faster spool, but you'll have to run great fuel all the time, e85 or race gas.

So many neons so little time.
