Alright when going about highway speeds to a stoplight at around 55 or over, and I shift into neutral, the rpm goes up quite a bit from 2200rpm to about 3500 and then goes down to idle rpm after a second, I have no idea what that would be... A vaccum leak would be more apparent right?

Are you coming to a complete stop first?

If not the IAC may be keeping the RPM's up while moving. Tho that is a bit excessive.
