Tell me if I'm right. You got the halogen projectors commonly found on eBay. Like these

I'm assuming you got a 2gn Neon (2000-2005).
So you got a VVME HID kit for your low beams? Did you buy a wiring harness for it? Which connector style?
And you got the regular halogen bulbs in the high beams, right?

The 9007 style harness is why it does not work.
IIRC, the projectors headlights use a H1 bulb for low beam and an H1 bulb for high beam. So I think there's a 9007 to H1 Low & H1 High splitter that comes with the headlights.
You should have got an H1 style relay harness and wired it after the splitter. That way when turning your low beam on, it would have triggered the relay harness to power up your HIDs in the low beamd, and when you would of used high beams, it would of used the factory harness for power.
It's an easy fix, you just need to change the connector on the relay harness.
Dunno if that sounds clear to you but to me it is lol

Ok I cant get ms paint to work so Im gonna try to explain this
the connector from the car (original one) has three wires. the two outer ones are high/low and the middle is a comoon ground. I cant remeber the colors off hand but you will need to find the high beam wire and tap into the ground wire on the Original cars plug then connect it to the high beam bulb...

ok the picture above is of the Original plug that used to go into your old headlamp.... now you have that plugged into the hid harness correct?
Yow will need to tap into pins 2+3 and run them to your High beam bulb. It should also be a two wire stup. If I rember correctly The wire colors on the headlight bulb are blue and black. If so then wire it as follows
Blue from the high beam bulb(+12v) to pin 3 on the plug
Black from the high beam bulb (-) to pin 2 on the plug

They are called scotch locks, but yes, I completely agree. They are a quick and dirty way to tap into an existing line, but should never be used IMO.

If I could just figure out how to meld the Outback and the Neon into one car...
