new headlamp is busted i think?

I installed some new clear headlights and my front left lamp is sorta loose on the inside, seems like also the high beam is always on for it....and when I put the actual high beams on the left one goes into super high beam or something. What should i do, i know its imposible to open a healamp without wreckin it so i wonder if i need to order a new one?

I haven't messed with your year neon before, but can you adjust the beam of the headlight at all? I would try that.
