Hmmm, if you have spark, one would think the injector drivers would be grounding also.
Hopefully the injectors are in the IM while you are cranking it checking for spark.
SKIM/ wouldn't let the coil drivers work either, so i think that is pretty much ruled out. Tho I doubt you had to swap the entire dash harness. Just unplugging the SKIM module should have done it?
ASD relay wouldn't let power go to the coil/injectors so that is good.

All the pins in the PCM straight? Connectors not corroded?
Basically you are not getting ground switched to the injectors. It has to be either cam sensor related, or PCM, if all the wiring is good. and connectors are making contact.
You will get spark before you get fuel. Fuel before spark would cause emissions issues, and possible backfires.
Prolly not the coil and cam sensor connectors swapped, not sure you would get spark, but I can't say that for sure. That does happen a lot in swaps, as they will interchange with each other.
If they are not swapped, try unplugging the cam sensor, and see if it fires up after cranking, it might need to crank longer than normal, but if it is a CPS issue it will run unplugged.
