From the intrepid forum:

Speed control switch input above maximum acceptable voltage.

Generic Dodge info:
P0581-SPEED CONTROL SWITCH #1 HIGH
When Monitored: With the ignition key on. Battery voltage above 10 volts.
Set Condition: The PCM detects an open or short to voltage in the Speed Control Switch
Signal circuit. One Trip Fault.
POSSIBLE CAUSES:
SPEED CONTROL SWITCH VOLTAGE HIGH
SPEED CONTROL SWITCHES
S/C SWITCH SIGNAL CIRCUIT SHORTED TO BATTERY VOLTAGE
SENSOR GROUND OPEN
PCM FAULT
Your clockspring may be shorting out. Even tho you do not have Speed Control, all clocksprings have 5 circuits in them. With most neon PCM's all you need to do is install the Speed Control parts, and you then have it. So if one of those circuits has shorted somewhere, you will get the code.

Nothing better than a double fail. :D

Only if you want it.

I put it as a double fail, because you have a CEL for something you don't have. :D

You have to figure out what is causing the short, just adding speed control may not fix it.
