P0513 and a light flashing... Help

2004 dodge neon SE.

2 years ago, I change the instrument cluster with a white face one with tach from a 2000 Neon ES.

I drove to a store, parked. Came back out after 10 minutes and tried to start... it started but one of the circular light (which is on only when key ON) on the cluster was flashing. Then the motor seemed to want to die.

Turned the key to OFF position. Then tried to start again and it started right backup. Came home and did key dance and the code was P0513.

Now mine is a Neon SE, it doesn't have any security system that I am ware of!! So what is the flashing light?

Yes it does look like that...

But I thought on an "SE", there was no security/anti-theft etc...

I have two such keys. Yesterday, I used the other one I hadn't used for a while.... I think that was the issue.

But the same key works now. Perhaps it's learned the key now.

As in the color, more specifically. if they both are black, it should not have SKIM. If they are tan/beige/gray, or w/e color you wish to call that, then it is SKIM.

SKIM was an option on all 2000 to 2002 neons. From 2003 to 2005, you didn't get the choice.

OK, I see '04 in your avatar, so yes it is SKIM. If the spare was not cut from the dealer, it might be the problem.
