Changing the cluster, shouldn't affect operation of the fuel gauge - I've done the same thing, without any issues.

I would suspect that the fuel gauge on the replacement cluster, is not working.

As long as it is from a 2nd gen neon it should work.

Does the fuel gauge stay at full even with the cluster out of the car?

If so, and you are brave, you could swap the needle motors between clusters.

Tho I'm not sure the tach and non tach clusters use the same motors, if that is why you swapped. Tho not sure why you would want a non tach cluster in a R/T.

If it does not do that with the cluster that came with the car, then the problem is internal to the cluster. If it does it with both, there is a short to ground in the fuel sender circuit.

The only way to check is to swap the original cluster back.

Is the car an R/T, or just the cluster? Not that it matters, but there are some other minor issues with the R/T cluster in an SE/SXT car.

The fuel gauge should function with either. The only problem I had as far as the fuel gauge when swapping the R/T cluster in my SE, was when the tank was full, the gauge would randomly drop to empty. It hasn't done that for a long time now, so who knows if it was the sender, or the cluster.

The low fuel light did not illuminate when this happened, and it dropped instantly, so I suspect it was the cluster.

You will also get a code if the fuel sender circuit is open. if it sees no resistance/continuity, it is a problem to the cluster's electronics. I can't recall if the CEL came on for that tho. Also if you just cut the sender wire, the gauge will not drop much, it generally holds position. (I was doing a little experiment for the '02 UPD "misfire" problem)
