could some one tell me if this coilover would be a waste of money or not and how they would be put on the car. it looks like they go over the stock struts

Considering that coilovers are, at the very cheapest, $800-$1000, I cite the old addage: "You get what you pay for."
Those are 60
Anyway, I knew two guys that took the ebay coilovers and they both reported that within five months, everything went to hell.
BUT, I know sullygully has the ebay coilovers. He hasn't reported any problems with 'em--unless he ain't telling us lol.
*Edit* You know what else? Something that is featured prominently is the policy of this online store. As you can see, they offer very little flexibility on returns. That should tip you off. Plus they've received 11 negatives in the past month.

I would not recomend sleeves but if you do go with sleeves then I would probably spend the money and get ground control....If you get ground control's then you should upgrade your struts to Koni
If you are feeling really crazy I would get full coil set
KW
Mopar
Ip2
Tein
those are good full adjustable coilover sets

ground controls are some of the best (in the sleeve category) I had them on a CRX and the ride was great. The ones i have now are arospeed... they go for around $200. so IMO, its just like getting some drop springs, but with a little hight adjustability.
with a quick search... here you go.

and they work on 00-05's

I'm gonna be going the strut/shock + coilover route but thanks for the info. I'd rather just replace the whole thing and have it done instead of halfway(not that im say sleeves are bad or anything, they're just not for me. now that i know what they are

those are not coilovers, those are eight adjustable springs.
